Banda Aceh, April 3, 2023 - Pertamina Patra Niaga North Sumatera (Sumbagut) Region appreciates Aceh citizens who have supported the Right Subsidy Program. With this program, subsidized fuel distribution is more monitored, right on target, and right in volume.
Area Manager of Comm, Rail & CSR of Pertamina Patra Niaga Sumbagut Region, Susanto August Satria, said his party recorded that as of March 28, 2023, registrants who already had the Right Subsidy QR Code in Aceh was 236,977 vehicles. This number consists of 147,305 Pertalite consumer vehicles and 89,672 Biosolar consumer vehicles.
"From our data, the total number of registrants who have registered their vehicles and received the Right Subsidy QR Code is 236,977 vehicles in Aceh. Thank you for the warm welcome from Aceh people who have supported and registered the Right Subsidy Program," said Satria on Friday (31/31).
The Right Subsidy Program aims to record vehicles that use Pertalite and Solar, explained Satria. Through data collection, it is hoped that the subsidized fuel distribution can be monitored better and prevent fraud or abuse in the field. Therefore, the subsidized fuel is channeled to people entitled to it.
"The benefit of the Right Subsidy Program is that we can monitor certain types of fuel (JBT) and special types of fuel for assignments (JBKP) transactions movement. With this program's implementation, we can monitor stock conditions and the number of subsidized fuel transactions at petrol stations," he said.
For Biosolar purchase transactions in March, there were approximately 144,146 and 152,460 transactions for Pertalite purchases. All subsidized fuel purchase transactions utilize the Right Subsidy QR Code.
"100 percent of all transactions utilize the QR Code. If the QR Code is lost, damaged, or stolen, people can reset the QR Code. There is no limit to resetting the QR Code," he said.
According to Satria, two areas do not use the Right Subsidy QR Code in Aceh Province. Namely, Simeulue Island and Sabang Island. It is because the two islands are the Foremost, Outermost, and Disadvantaged (3T) islands. Moreover, there are not too many car populations on Simeulue Island and Sabang Island.
"On the Simeulue and Sabang islands, the QR Code for the Right Subsidy has not been applied because the areas are small and included in the 3T islands," he said.
Meanwhile, the Area Manager of Retail Sales of Pertamina Patra Niaga for Aceh region, Arwin Agustri Nugraha, added that since the Right Subsidy QR Code implementation, Biosolar fuel daily consumption has decreased. The subsidized fuel stock at Public Fuel Filling Stations (SPBU) is also sufficient and safe.
"Biodiesel consumption in February this year was lower compared to December last year. With the Right Subsidy QR Code implementation, there are almost no petrol stations with critical stock because the amount of stock is always larger and adjusted to demand," said Arwin.
Furthermore, he continued, the Right Subsidy QR Code utilization can also observe unusual subsidized fuel transactions. With the digitization system, Pertamina Patra Niaga can record all subsidized fuel transactions, including the type of consumer and vehicle license plates.
For information, the provisions for users who have the right to buy subsidized fuel have been regulated following the Presidential Regulation Number 191 of 2014 concerning fuel's supply, distribution, and retail selling price. In addition, there is also a Decree of the Downstream Oil and Gas Regulatory Agency (BPH Migas) Number 04/P3JBT/BPH Migas/Kom/2020 concerning Control of JBT Distribution by Business Entities Executing Assignments to Consumers Users of Motor Vehicle Transportation for the Transport of People or Goods.
