Bali, July 29, 2023 – Pertamina continues to ensure smooth energy supply reliability and sustainability from upstream to downstream. One of its efforts is improving the reliability and integrity of all Pertamina Group's oil and gas installations by establishing Restricted Prohibited Area Licensing (DTT) following prevailing regulations.
In 2023, Pertamina successfully implemented an accelerated DTT establishment program for 520 facilities within the working area of Pertamina Group's waters, including 331 Subsea Pipelines, 177 platforms, and 26 Conventional Bouy Moorings (CBM).
Pertamina's Accelerated DTT Licensing Program comprises three zones: the Western Zone with 10 locations, the Central Zone with nine locations, and the Eastern Zone with six locations.
During the Closing Meeting for DTT Licensing on Friday in Nusa Dua, Bali (July 28), Corporate Secretary of Pertamina, Brahmantya S. Poerwadi, stated that this effort is to ensure energy supply reliability through increased energy production and distribution throughout the country, benefiting the public.
"Pertamina, through its related Subholdings, is committed to continuously enhancing the reliability, safety, and security of all energy installations and equipment owned by Pertamina," Brahmantya said.
The DTT establishment throughout Pertamina Group's operational areas is also in line with one of the requirements for the issuance of the Operation Feasibility Approval (PLO), which is a prerequisite for obtaining Oil and Gas Business Permits for all Pertamina Subholdings post the Holding-Subholding transformation.
"By the end of 2021, many of Pertamina Group's operational areas still required DTT establishment from the Directorate General of Oil and Gas. Pertamina was given a deadline by the Ministry of Energy and Mineral Resources to complete the Oil and Gas Business Permits after the Holding-Subholding transformation by the end of 2023," Brahmantya explained.
Furthermore, Brahmantya appreciated all parties who supported this program, as the nearly 520 pieces of equipment within Pertamina Group's installations obtained DTT establishment in the past six months due to their excellent support and collaboration.
"The acceleration program was implemented successfully, and all targeted installations have received DTT establishment, completed well and on time, according to the jointly set targets with the Ministry of Energy and Mineral Resources, Ministry of Transportation, and the Navy's Hydro-Oceanography Center of the Indonesian National Armed Forces," Brahmantya continued.
With the DTT establishment in Pertamina's working areas, the company will now proceed with the expedited issuance of Oil and Gas Business Permits, namely PLO processing.
During the Closing Meeting for DTT Licensing, Rear Admiral TNI Budi Purwanto, the Deputy Commander of the Navy's Hydro-Oceanography Center, praised Pertamina's efforts in verifying DTT.
"Offshore oil and gas installations are essential features that must be accurately mapped and depicted correctly on Indonesia's nautical charts to be navigational references for ships from around the world sailing in Indonesian waters. Therefore, this is also a commitment of Pushidrosal to continuously update nautical chart information to ensure the precision of objects such as underwater pipelines, platforms, SBNPs, and DTTs according to international standards," said Rear Admiral TNI Budi Purwanto.
In agreement with Rear Admiral TNI Budi, Director of Navigational Affairs of Maritime Transportation, Budi Mantoro, stated the DTT verification purpose is for maritime safety and security.
"It should be noted that the mapping conducted will be used as references for navigators. So, the goal is to ensure safety in the waters," said Budi.
Director of Oil and Gas Engineering and Environment at the Ministry of Energy and Mineral Resources, Mirza Mahendra, said that the DTT verification is Pertamina's effort to comply with prevailing offshore oil and gas facilities regulations.
"Each ministry has its regulations and basic rules that have been enacted and must be followed. It's up to all of us here to implement them, and collaboration is one way to do it," Mirza said.
According to him, Pertamina, as a state-owned oil and gas company, has shown its commitment to meeting the energy needs of the public. With the accelerated DTT establishment, Pertamina is proven as a strong pillar in national energy resilience.
