Palembang, May 30, 2024 - To enhance 3 kg LPG distribution monitoring, Pertamina Patra Niaga South Sumatera Region regularly conducts inspections across all areas, including at the Bulk Elpiji Filling Station (SPBE), to ensure that the 3 kg LPG distributed to the community meets the required standards.
Tjahyo Nikho Indrawan, Area Manager of Communication, Relations & CSR South Sumatra, stated that Pertamina Patra Niaga routinely conducts inspections with Law Enforcement Officials and related Agencies. To ensure energy distribution of both fuel and LPG, Pertamina Patra Niaga also conducts Management Walkthroughs (MWT) at the Fuel Terminal (FT), Aviation Fuel Terminal (AVT), and SPBE to ensure the quality and quantity of LPG products distributed are accurate, aiming to provide the best service to consumers.
"Pertamina Patra Niaga requires all SPBEs to follow the Standard Operating Procedures (SOP) before filling gas into cylinders," he stated.
M. Fauzi, Head of Consumer Protection and Trade Order of the South Sumatra Provincial Trade Office said, "Today, we visited the SPBE with the Police and Pertamina Patra Niaga. Together, we observed the entire process from beginning to end, and everything was satisfactory and within acceptable limits.
"We hope LPG distribution will be orderly, and Pertamina Patra Niaga has provided support. Agents must also adhere to regulations from the depot to the final consumer, ensuring they do not sell to unauthorized parties. We will also educate the public that they should purchase subsidized LPG at official depots, not roadside stalls," he explained.
Meanwhile, Jimmy Wijaya, Sales Area Manager of Pertamina Patra Niaga of South Sumatra Region, stated that during joint inspections, they check SOP compliance, including the accuracy of filling machines before operation, product quality tests at the LPG Terminal lab, visual inspection of cylinders before filling, sampling tests at the start and shift changes, and installing rubber seals if missing, followed by the installation of safety caps on cylinder seals and leakage checks before loading onto agent trucks.
"Additionally, leakage checks are conducted on cylinders before loading onto agent trucks, and daily sampling tests are performed at the SPBE, recorded in a daily sampling log book," said Jimmy.
The sampling test involves three cylinders on the Unit Filling Machine (UFM) or gas filling machine.
Sampling tests at each SPBE are conducted in the morning before operations to ensure the UFM settings match the specified weight, which is three kilograms for a 3 kg LPG cylinder. The monitoring and inspection results are coordinated with the SPBE and reported in Pertamina's internal application, including any follow-up actions required.
Nikho added that the total weight of the 3 kg LPG product is eight kilograms, comprising five kilograms for the cylinder and three kilograms for the LPG content.
"When purchasing LPG at official depots, consumers can weigh the cylinders they intend to buy," Nikho added.
Currently, there are 17 PSO SPBEs and 4 NPSO SPBEs in South Sumatra. The average distribution of 3 kg LPG during May 2024 is approximately 833 Metric Tons (MT) per day.
Irto Ginting, Corporate Secretary of Pertamina Patra Niaga, stated that Pertamina Patra Niaga will continue to enhance synergy with the Ministry of Trade and the Ministry of Energy and Mineral Resources (ESDM) not only in supervision but also in improving the system to ensure the smooth distribution of 3 kg LPG from SPBE to the community.
Pertamina Patra Niaga also encourages the public to monitor the subsidized LPG distribution to ensure it is used by the underprivileged. Active public participation is expected to help Pertamina maintain the stability of LPG supply across all regions.
If there is a depot selling 3 kg LPG above the HET or engaging in fraudulent activities, the public can report it via PCC 135. Pertamina Patra Niaga, through its agent, can take firm action or impose sanctions.
