Bidding of Engineering, Procurement and Construction (“EPC”)
Submarine Pipe Line (“SPL”) &Single Point Mooring (“SPM”) and Facilities for Refinery Development Master Plan (“RDMP”) Project of Refinery Unit (“RU”) V Balikpapan

 

 

PT Pertamina (Persero) will hold Prequalification (“PQ”) in accordance with SK Direksi Pertamina No. Kpts-043/C00000/2015-S0 dated 8^th October 2015 and/or its amendment of Sistem & Tata Kerja Pengadaan Barang/Jasa at PT Pertamina (Persero), as follows :

 

I. Project Informations :

• Project Title :
  EPC (Engineering, Procurement and Construction) SPL & SPM and Facilities for RDMP Project of RU V Balikpapan.

• Location :
  Lawe-Lawe, Refinery Unit V Balikpapan, East Kalimantan, Indonesia.
• Project Scope :

1. Procurement and installation of SPM Calm Buoy system with capacity 320.000 DWT with depth 32 m including PLEM,
2. Procurement and installation of SPL:
• 60 inch (including 4 inch concrete coated) with length ±14 km
• 23,14 inch (including 40mm concrete coated) with length ±4,5 km
3. Procurement and installation of onshore pipe line:
• 52 inch with length ±7 km
• 20 inch with length ±14 km
• Corrosion protection system and pigging facility
4. Procurement and construction for onshore facilities:
• 2 (two) crude oil tank with capacity @ 1 million barrel
• 2 (two) crude transfer pump with capacity 665 m3/h
• Raw Water Unit consists of: 3 water deep well capacity 40m3/h, Aerator, Holding Tank, Chemical System, Sand Filter.
• Demineralizer Water Unit consists of Softener unit with capacity 7m3/h & Polisher Unit
• Steam & Power Generation Unit: Gas Turbine Generator & HRSG
• Instrument Air & Plant Air unit
• Fire Water System & WWTP Unit

 

II. PQ Participant

Companies to participate in PQ shall form Consortium that shall meet requirements set out in PQ Document with the following structure and requirements:

Note :

Detail requirements of administration, financial and technical set out in PQ document :

1. Shall be proven by copy of contract and handover certificate.
2. Domestic company : 100% share owned by Indonesian or Indonesian Government.
3. National company : share not fully 100% owned by Indonesian or Indonesian Government.
4. Shall be proven by copy of ownership evidence.

 

III. PQ Process Stage

Note:

1. Personnel who perform registration, attend PQ explanation and submit PQ response document shall be equipped with power of attorney of authorized personnel.
2. Place of Registration, PQ Explanation, and PQ Response Submission :
   PT Pertamina (Persero) Refining Project Office - Patra Office Tower,
   14^th Floor, Jl. Gatot Subroto Kav. 32-34 – Jakarta.

 

*) Statement letter signed by Director of the Company that stating :

1. The Company is not under the supervision of a court or legal institution, not bankrupt, not being suspended business activities, and / or Directors of the Company authorized to sign contracts or their proxies are not serving a sentence (penalty) offense;
2. The Company is not in dispute either inside or outside the court / Alternative Dispute Resolution with PT Pertamina (Persero);
3. Directors of the Company authorized to sign contracts or their proxies have not been convicted by a judgment of the actions related to company performance or individual professional on procurement of goods / services;
4. Not being exposed to the auction and participate restrictions (include, but not limited to complete project or on-going project in delay) or not included in the list of sanctioned companies pursuant to SK Direksi Pertamina No. Kpts-043/C00000/2015-S0 dated 8^th October 2015 and / or its amendment;
5. Companies in different consortium are not having affiliation that have same majority shareholders / majority share owners or same member of Board Director or Commissioner, except for State Owned Companies (BUMN).
